What length of axel is required to reach through the wheel's hole? We have an old (seemingly discontinued) dock system, and a wheel blew up and is unrepairable. Our wheels take 6 Inches of axel to seat the wheel leaving another 1/2" for the pin hole.

The wheel tread width is 6 inches. The axle hub is offset from the tread by about 1/2 inch. That is the hub bulges on one side and has an indent on the other side. Not sure if this affects your set up. Check with the manufacturer to be sure.

Are these wheels for boat lifts too do they float

Hello, these wheels are for boat lifts. They have holes allowing for water to enter the wheels, thus allowing them to ballast and sink.
