What is a maximum weight of a luminary could be secured with this box?

Depending on installation methods, standard octagon boxes mounted with fasteners on two or more sides can support between 10-15lbs, any further weight would need to use a heavy duty support box or a heavy duty ceiling fan box which can hold approximately 50lbs

I need a crossbar support to attach ceiling light fixture

It depends on how heavy the fixture is. The rule of thumb is 50 lbs or greater needs additional support. I always add support on any fixture greater than 40 lbs

Can this box support an assembled ceiling fan weighing 12 lb?

Dear Customer, This box is for a light fixture it is not for a ceiling fan. Proper box for a ceiling fan would be 54171LF-CRT and is available. Please see below description for the 54171LF-CRT. Description: Octagonal box for ceiling fan. 4 inches x 2-1/8 inches deep, 21.0 cubic inches with NMD90 cable clamps. Supplied with 2 #10-32 machine screws and star washers.
