Is it the correct replacement for a Waltec 12 shower hot faucet

I also have Waltec 12 faucets in the laundry room. I replaced the cold cartridge and it fits/works perfectly. Just make sure to clean the threads of the pipe after removing the old cartridge and also apply a small amount of Moen silicone grease on the O-rings of the new cartridge before screwing it into the pipe clock-wise and then righten it using an adjustable wrench. Remember “Righty tighty, lefty loosey”.

Is this comparable with the moen Waltec handle M3329?

I have the exact same handles for the faucets (Waltec 12) in the laundry room. M3329 is compatible with both Moen M0058 and Moen M0059. Note that the hot cartridge (Moen M0058) is identical to the cold cartridge (Moen M0059), except for its opening direction. Specifically, the hot cartridge opens or activates water flow by rotating the handle counterclockwise, whereas the cold cartridge opens by rotating the handle clockwise.

Does a new cartridge stop leaking tap?

Yes a new cartridge could stop a leaking tap. There could also be some other items that may also need to be replaced for a leaking tap, but the cartridge is the most common part.
