I can tell you it is super bright, so bright that you will see that wow coming from your mouth. This is a good LED bulb whether it is indoor or outdoor. Dimmable too! If do not like too bright and you got this, you might want a dimmer switch.

Can these be used in a garden spotlight that is exposed to rain snow etc?

I use these in a motion sensor light behind my garage to illuminate a parking area at night. They are under an overhang and covered with the detachable cone cover fixed to the fixture. If the electric contacts on the base are protected from the elements by pointing the lights down then they will be fine outside.
